The construction material storage is only for construction materials, meaning concrete and steel.

Shorter delivery time. It is global storage.
I set up steel and concrete factories in remote parts of the map and give each location a warehouse. This does two things: 1) frees up accessible resources for consumption, 2) ensures that steel production for factories is not accidentally diverted to global storage which can ONLY be used for building; warehouses will not supply steel to factories.
