What will it do?
Acts as a ground, and would be easier/nicer to build on. So that everything is the same level height and straight.
Building costs
Depends on the developer if they will add storage for different resources aswell.
But I thought of the following costs
Costs for an area of 4x4
160 concrete
40 steel
This will give concrete and steel another purpose.
