How to upgrade roads?

I don’t see the road upgrade button on my Version of the game (downloaded from Steam last night) do i have to unlock it?

There is a replace road button above the roads. see the screenshot

Select a road, then click on the replace button, then click on the old road to replace it with the selected one.
