New housing units won’t upgrade even though all resources are fulfilled. I’ve attached a screenshot of the issue.

@InfraTab is probably right for the home appliances delivery.
Also, if you look at your screenshot, it says you need to fulfill the additional needs in order to upgrade, not just the base needs.
